phelps, not at fault. police now say the other driver ran a red light and smashed into michael phelps' cadillac. >> wjz has are exclusive video of the olympian at the scene. and the latest on the investigation. >> i'm sally thorner. >> and i'm kai jackson. here's what people are talking about. >> police are refusing to release the initial report in the michael phelps case. >> this is one of the most talked about crash. exclusive wjz video shows michael phelps, wearing a ravens jersey inside an ambulance. he was questioned by police minutes after his cadillac escalade collided with a honda accord. it happened at the intersection of calvert and biddle last night.

police say the city's top cop got involved because of the publicity it. >> we knew it was michael phelps. and we knew there was going to be national interest. so we had our people on it. >> reporter: they told wjz at the scene, they did investigate it. >> it's standard. if i get into an accident on my way home tonight, they'll want to make sure i'm not drinking. obviously alcohol was not a significant factor. that would have been pretty evident. >> reporter: the side air bags went off as a precaution. you can see the air bags went off in phelps escalade, too. but police say he wasn't injured. and neither were the two people inside his suv. earlier this year, usa swimming suss pended the -- suspended the olympian after a british tabloid published this photo of him smoking pot. he got a dui. phelps is supposed to be back

in practice next week. >> one of the cars is right up against that building. again, michael phelps is okay. no word on the condition of the driver of that honda. in mount vernon, mike helgren, wjz. an urgent manhunt is under way after a cuffed prisoner escapes. alex demetrick has more on the prisoner who is now being charged with attempted murder of a police officer. >> devon was convicted of felony theft and was taken to the detention center last night when he escaped. the search began shortly after midnight. and right now, at least four different agencies are looking for champagne. police say he was in the back seat of the police cruiser, when he managed to slip his handcuffed arms over the deputy's head. the gentleman lives within about a mile and a half of the

howard county detention center. we did believe he fled in that direction. within a minute and a half, howard county police responded. they also had a k-9 unit. i believe they had about 45 police officers in the area. >> he's being treated at the hospital with nonlife- threatening injuries. >> champagne is facing charges of attempted murder, assault and escape. a convicted felon, accused of selling a gun to steve mcnair's girlfriend is indicted. a grand jury in nashville charged adrian gilliam junior, with being a felon in possession of a firearm. police say he sold the loaded 9- millimeter to sazil cazimy for $100. she shot him before turning the gun on herself. michael vick is now a philadelphia eagle. the court of public opinion is

now emotionally divided. >> reporter: michael vick is getting a second chance in the nfl. >> i've made some mistakes, done some terrible things, made a horrible mistake. and now i want to be part of the solution and not the problem. >> reporter: the 29-year-old former atlanta falcons quarterback is attempting a comeback. he served a year and a half in prison for a dog fighting ring. now he is planning to turn his life around and help the animals he hurt. >> hopefully i can continue with my diligent efforts to bring awareness to animal cruelty and dog fighting. >> reporter: the eagles say vick deserves to be back on the field. >> as long as they have taken the right steps, they're given an opportunity. and again, that's what makes this country what it is. >> the league has only cleared him to play in the final two preseason games. >> he did his time.

the nice summer weather make its hard to stay inside. outside right now, we're seeing very normal august weather, except for the ragweed. right, tim? >> reporter: eyewitness news has weather and traffic together. tim williams is here with more. >> a lot of times, the rain washes the ragweed out of the air. but also makes everything balloon up and start growing when it all goes down into the ground. right now, we're dealing with a lot of humidity. area wide, below our average of about 86 for this time of year. 57% relative humidity. winds to the northeast. nothing going on in the area. but you move down to the south of maryland and southern edge of the states. down around norfolk and the beaches of virginia. and the outer banks and near the carolina shore. and you're seeing more storm activity. most of that staying away from us. high pressure is moving in. and we're looking to see a pretty decent weekend. with just a chance of stray and isolated showers. we'll talk about that coming up. let's check on the roads right now with sharon gibala at

wjz traffic control. happy friday. >> happy friday to you. so far, it's not too bad of a friday afternoon. we have some problems. but nothing too major. we have a gas main break. blocking all lanes of eastbound balonna avenue. two wrecks in the city, martin luther king junior. and finks burg, there's a wreck there on green mill road. one more at crownsvillesville road. meanwhile, as far as delays go, both slow between 32 and 100. 95 northbound lanes jam up again. typical delay there. speaking of delays, let's take a look at your delays on 95 as well as the beltway. there's a look at your drive times and delays. 95 is the slowest with an average speed there of 35 miles an hour. there's a look at 95. southbound lanes run slow from whitemarsh boulevard. there's a look at the top side of the beltway. this traffic report is brought

meetings to beat back the fiery opposition boiling over in other town halls across the country. >> fight against the fear. this is not about politics. this is about helping the american people. >> reporter: while montana voted for president president obama's arrival in the last election, and usually casts a wary eye toward washington, we were hard-pressed to find any ticket holders who didn't support a healthcare overhaul. >> i trust the government far more than i trust private insurance companies. >> reporter: tickets for this town hall were distributed on a first come, first served basis. most of the shouting was far away from this hangar outside of the airport. >> reporter: about 500 demonstrators both for and against health reforms staked out ground nearby. >> they're already opposed or against it. and nobody knows exactly what should be on it. >> many are hoping that the president can explain what is in it. and redirect the tone of the

taiwan's president says more than 500 people are now confirmed dead after a typhoon made landfall this week. crews are trying to pull near three 2,000 people out of the flood waters -- nearly 2,000 people out of the flood waters.

it caused $1.5 billion worth of damage. more than 15,000 people have been rescued so far. police are trying to figure out why a woman set herself on fire in a mall near miami. witnesses say she set herself on fire and walked around in flames. and witnesses got hurt as they tried to help her. >> reporter: the 43-year-old was taken to jackson memorial hospital. according to witnesses, she had asked for permission to use the store's bathroom at the mall. when she came out, she was on fire. as we see in these exclusive pictures, at least three people tried to save her, including this woman, who was bandaged and treated at the scene. two men are also wounded breaking glass trying to get to a fire extinguisher. >> she was fully engulfed. >> tell me about that. describe that to me. >> when i was looking at her, i thought it was coming from a movie. i had never seen anything like that. i was paying bills and saw this

woman coming out, walking on fire. she lost her clothes. she must have walked like a block and a half down the mall. turned off. just like she didn't know what was going on. >> witness morales said he will never forget what he saw. >> whatsoever -- whatever she threw on herself lit her on fire in a way that was movie style, stunt man style kind of stuff. so i called 911. i walked next to her. she was on fire. followed her out of the mall. she just kept on walking. not screaming. not nothing. literally walked by the police as soon as they got next to her. just kept on walking down the mall. >> police say the woman suffered from third-degree burns over 75% of her body. her husband says she has been to the hospital three times recently for psychiatric help. not a great way to end the week on wall street. investors are worried consumers

will stop spending and put an end to the economic recovery. the dow was down 77. right now, the s&p is down 9. the nasdaq off 24. let's go to new york right now. where alexis christoforous has tonight's cbs money watch update. the sour job market has americans feeling less confident about their finances and the overall economy. that means they're less likely to spend, which could derail any economic recovery. investors chose to ignore signs of a rebound, including mild reading on inflation, and news that factory production has started to pick up. much of that production is because of the federal cash 4 clunkers program which is driving new demand for cars. consumers can use it now to buy a new car. it's not yet in the show room. if the car you want isn't there, the dealership can order it for you. the new 787 dream liner is turning into a nightmare for boeing. the aircraft maker said it stopped work more than a month ago, on two sections of the

jet. after flaws were found on 23 airplanes. the dream liner was almost two years behind its may 2008 target before this latest delay. turns out video games aren't recession proof. sales tumbled 26% in july. there haven't been new titles to draw shoppers who are still battling a tough economy. sales of game hardware, like the x box 360, play station, and nintendo wii fell even worse. in new york, i'm alexis christoforous. jet blue airlines rolls out a new deal to jump start business. and it has people scrambling to sign up. you pay one fee and fly anywhere you want, as often as you want for one month. the plan costs $599. and it's available through august 21st. you could make that pay off pretty well. coming up on eyewitness news at 4:00. a manson follower is out of

which is 86. we could still go up just one or more degrees from here. we're not really topping out near our normal temperatures. but that will change as we move into the rest of the weekend. 66 now, the dew point. you still feel that mugginess out there. winds from the east/northeast at 6 miles an hour. high pressure is building into the region. we do have 81 in oakland. 86 in cumberland. 83 in ocean city. and 83 in elkton. everybody is pretty much right on that midrange side. average is about 86. we will start to soar past that, starting tomorrow and the next five days. and it will be largely because the winds will shift. this is bringing up a cool component. a bit off the bay. and depending on the ocean, depending how far east you are. this ridge of high pressure starts to build in. clearing off some of the clouds and pushing a stationary front that has been kind of hampering down to the knee of the shore. down to the southern portion of the state. responsible for many of these

showers that are lingering. but that's going to start to push away. we'll see more and more sunshine. on the bigger picture, you'll see those are down along the outer banks. but look at all of this clear sky here. so we'll keep -- because that front is still close by, a chance for potential showers in the afternoon. but for the most part, that high is going to allow for warm air to start wrapping around it. moving in our direction. that warm air is going to start to heat up into the 90-degree range. for the remainder of the next five days. those showers push off shore. sunshine. it is really going to start to feel like those typical august days that we see many times times this time of year. sunset today at 8:02. southeast wind on the bay, no advisories through tomorrow. 5 to 10 knots. bay temp at 83. here's your forecast. looking for temperatures down to around sketch. a -- around 67. a few clouds. all of this moisture cools off. partly sunny tomorrow.

week's midair collision. records show one was making a personal phone call. and the other was absept. two air traffic controllers on duty are suspended. one was on the phone with his girlfriend. the other, a supervisor, wasn't even in the building. both broke the rules. >> unbelievable. >> the faa says their conduct probably didn't contribute to the accident that happened over the hudson river but say it is unacceptable. shortly after the plane took off controls were in charge. minutes later, they handed over to a control tower farther down the hudson river. >> when you talk about places like the hudson corridor, these are zones carved out for pilots to fly in, with very little in terms of regulation. and safety really is dependent

upon each individual pilot and not air traffic controllers and not the aviation bureaucracy. >> reporter: the small plane, carrying three people carried the helicopter. six people were on board. it had just taken off from a heliport. all nine people were killed. in a statement, the national air traffic controllers association said, we support that any such allegation is fully investigated before there is a rush to judgment. about the behavior of any controller. the controllers will be paid as the faa investigates. in new york, drew levinson, wjz eyewitness news. hundreds of mourners gather today near philadelphia for the funerals of the three men traveling in the airplane. two brothers and one 15-year- old also died in the collision. a navy pilot who has been missing for more than 18 years is finally laid to rest. the pilot's funeral was today. and sally is in the newsroom with more. >> reporter: navy pilot scott spiker was shot down in iraq in 1991. he was the first casualty of

the gulf war. today, he was honored with a 21- gun salute in his hometown of jacksonville, florida. u.s. marines and navy sailors lined the city streets for the funeral procession to the cemetery. no one knew whether spiker had been killed or taken prisoner until earlier this month. on august 2nd, someone found remains in a desert west of baghdad. dna confirmed it was, in fact, spiker. >> thank you. spiker left behind a wife and two children who are now grown. today, eunice kennedy shriver is being remembered as a fearless warrior who made the world a better place to live for millions of people. today's invitation only service drew family members, friends, politicians, and celebrities. >> reporter: they celebrated eunice kennedy shriver's life in song and scripture. her daughter maria told the mourners in cape cod shriver would also want the day to be a

call for service. >> and she would ask each and every one of you to join her in making this world a more tolerant, just, and compassionate place. >> reporter: she founded the special olympics, inspired by her sister rosemary, who was institutionalized at age 23. shriver's 19 grandchildren pay tribute. >> thank you for teaching me to love and care for my brothers and sisters, the way you did with rosemary. >> reporter: eunice would go on to raise children. she was remembered for being a trailblazer and an early feminist, whether she was out fighting for her causes, or home with her family. >> mommy wore men's pants, smoked cuban cigars and played tackle football. >> the invitation only funeral attracted mourners as famous and varied as oprah, vice

president joe biden, her son-in- law arnold schwarzenegger. her words to special olympians echoed through the church with a recording played for mourners. >> you are the stars. and the world is watching you. >> reporter: joel brown, wjz eyewitness news. >> after the two-hour service, eunice kennedy shriver was buried in massachusetts on cape cod. the maryland judge who deflated a woman's tire has resigned from his job. judge robert o'malley will step down as the chief administrator of the charles county circuit court. the judge is not resigning from the bench. he said he flattened the woman's tire because she parked in his spot. he called his actions more effective than leaving a note. the average person needs eight or more hours of sleep. but a breakthrough study reveals some people need far less. scientists found an abnormal

gene affecting sleeping rhythms in two women. the mother and daughter wake up after a few hours, feeling energized. they hope this will better treat people with insomnia and other disorders. a warning for some of the chocaholics. they may soon run out of sugar. there is probably no need to panic just yet. >> reporter: carly silverman and her family are on a sugar high. >> what would you think if there was a sugar shortage and you couldn't get your candy? >> i wouldn't be happy at all. at all. i'd be really sad. >> reporter: if you have a sweet tooth, candy manufacturers have a bitter warning. the country may soon run out of sugar. >> i think it's hard to believe that there would be that much of a shortage. >> reporter: but food giantses like -- giants like hershey and mars do believe it. they are asking the country to let them buy more of it.

sugar prices have skyrocketed 95% just this year. why? in part, brazil is using half its sugar crop to make an alternative fuel, leaving their sugar bowls half empty. >> candy versus a more healthy environment? what do you say? >> more healthy environment, for sure. but if candy has to go up, i can handle that. >> reporter: economists say the world sugar supply is tightening, but that there's no need to ration your jelly beans just yet. u.s. farmers say they have plenty to sale at a higher price. they say the food giants are just looking to sweeten their profits. this year has been a good year for candy. but the manufacturers argue if they can't get their sugar cheaper, consumers will pay higher prices. >> sinful. >> they're going to make candy, chocolate. and people are going to pay whatever. >> she's willing to pay more to satisfy her craving. in new york, karen browrn -- brown, wjz eyewitness news. >> the american sugar alliance

says in order for a shortage to happen, mexico would have to cut its current supply to the u.s. to just one tenth of what it was last year. a comfortable weather day to end the workweek. outside right now, we're back to our more normal and summer temperatures, under partly cloudy skies. eyewitness news has weather and traffic together. bob is here with the updated numbers from first warning weather. bob is this. >> we have a really nice summer weekend headed our way. chances of rain pretty slim. a lot of sunshine. great for pool, for all outdoor activities. put the hat on. put the sun screen on. around here, we're at 83. which is pretty high. normal high is around 85, 86. down to our south, there are showers and storms all along the norfolk area. the coast of the airline kine -- carolina. that looks like it's going to stay just about there, eventually moving out to sea. if you're heading down to that region, you will probably run into rain tomorrow. maybe at least for sunday. for us, looks like a nice summer weekend. a lot of sunshine.

temperatures getting close to 90 in some spots. let's check on the roads with sharon gibala, wjz traffic control. it's getting pretty busy out there, as far as congestion goes. we have a few other problems that could get in your way, as well, that could mean your gas main break. still blocking all eastbound lanes at balona avenue. traffic being alternated. an overturned vehicle on westminster pike atwoodfield. two accidents in the city. mlk at west franklin. and o'donnell at southeast avenue. and one more in annapolis. watch for delays on 295 and 95 northbound lanes slow between 32 and 100. 95 northbound lanes jam up again between eastern avenue and just beyond the top side of the beltway. as far as drive times and speeds on the beltway go, there is a look at your speeds and your drive times on the top and west sides as well as 95. 95 remains the slowest spot. there's a look at the top side. no issues yet on green spring.

in the deadliest terrorist attack has dropped his appeal in the overall conviction. the man who was convicted in the 1988 airplane bombing over lockerbie is dropping his appeal for health reasons. the former libya secret service agent was sentenced to life in prison for the pan am bombing. the man is terminally ill with prostate cancer and his health has taken a significant turn for the worse in recent weeks. british media reports the man has been given just months to live. and may be released from prison early as an act of compassion. >> government officials are considering the motion. coming up at 5:00, the mother of a victim of the bombing talks to wjz about the latest developments. a group of british rowers is being hailed as heroes after they rescued a downed pilot. they spent 10 days to break a

rowing record when they spotted something to plunge in the sea. the decision to investigate cost them any chance to break any record. let's say the life of a pilot. they radioed the coast guard, which airlifted the pilot to safety. the charles manson devotee who tried to assassinate president gerald ford in 1975, has been released from prison. when that squeaky from was released early for good behavior. >> lynnet weeky from is released for the first time in more than a decade. from was just 26 years old when she tried to assassinate president gerald ford in sacramento, back in 1975. secret service agents grabbed her gun and the president was unhurt. in 1999, mr. ford made a return trip to the city. >> i drove by the place where squeaky from tried to take a shot at me.

look outside. just a few clouds here and there. >> chance of showers, as you can see, looks like it's pretty nil. and i think it's going to stay that way. for the about the next four on five days. great summer weather. we haven't had a stretch like this all summer long. we're talking upper 80s.

low 90s. moderate humidity. if you're heading down to the beach, not too bad down there. now, if you're heading down to virginia beach. they had rain down there. let's take a look at temps around the region. with a lot of sunshine. 83. dew point actually dropped to 66. winds east/northeast at 6. barometer 30.17 inches now and holding steady. around the region, a lot of sunshine. after a pretty pleasant morning, afternoon. temperatures only in the 70s to low 80s. we're at 83 now. 83 at the beach. and patuxent also. around the baltimore metro. low 80s. pretty comfortable for low to mid-august. not bad at all. tomorrow, our normal high drops to 85. winds now have been primarily out of the east/northeast, keeping the high temperatures out in the midwest and central plains away from us. but the winds will begin to shift away from us this weekend. so we've got a bit of an east wind tomorrow. i think by saturday night and

sunday, we're degree to start to-- going to see this start to shift more to the south and southwest. down to the south, it will be consistent showers and thundershowers off the coast and into the carolinas as well. and into the gulf here to the west of the florida panhandle here. this is a stalled front. and more disturbed weather over the bahamas. we need to watch that for the next couple of days. could be hot weather over the southern coast of the united states over the weekend. for us, not much going on. a one or two pop-up shower. most of the weather looks pretty nice, next several days. high pressure begins to build in. it will eventually warm up as things dry out a little bit. wind goes south and southwest. that front gets pushed a little further away. but as our winds go back to the west, here comes that warmer air. we're talking upper 80s, maybe 90 in some spots by maybe tomorrow. probably sunday, monday and tuesday. attaches get close to 90. east winds still on the bay, around 5 knots. bay temp, look at that, nice and warm, at 83 degrees.
